CS FOR SENATE BILL NO. 100(FIN) am "An Act making                              
supplemental and special appropriations for the expenses of state              
government; making, amending, and repealing capital and operating              
appropriations; and providing for an effective date" which had been            
held (page 1095) was before the Senate on reconsideration with                 
Amendment No. 19 moved and pending.                                            
                                                                               
Senator Frank moved and asked unanimous consent that Amendment                 
No. 19 be withdrawn.  Without objection, it was so ordered.                    
                                                                               
CS FOR SENATE BILL NO. 100(FIN) am was automatically in                        
third reading.                                                                 
                                                                               
Senator Pearce moved and asked unanimous consent that the Senate               
Finance Letter of Intent offered on page 1001 be adopted.  Without             
objection, the Senate Letter of Intent was adopted.                            
                                                                               
Senator Lincoln moved that CS FOR SENATE BILL NO. 100(FIN)                     
am be returned to second reading for the purpose of a specific                 
amendment, that being Amendment No. 20.  Senator Taylor objected.              
                                                                               
The question being: "Shall CS FOR SENATE BILL NO. 100(FIN)                     
am be returned to second reading for the purpose of a specific
